Case Study: Enhancing Safety Performance

Client Context

MOCO Food Services is a prominent Queensland-based organisation in the fast-moving consumer goods (FMCG) sector, operating in a high-volume, fast-paced environment. With a diverse workforce and expanding operations, MOCO recognised the need to strengthen its WHS governance, ensure compliance, and uplift safety culture across its business. 

  

Phase One: WHS Review and Safety Management System Development (2023)

Project Overview

In 2023, Organisational Risk Consulting (ORC) was engaged to review MOCO’s WHS operations. The review identified opportunities to strengthen governance, enhance safety compliance, and provide leaders with clearer guidance on legal responsibilities. The project was subsequently extended to develop a tailored safety management system aligned with ISO 45001:2018, giving MOCO a structured framework for ongoing improvement.


Our Approach

ORC adopted a collaborative and practical approach, ensuring recommendations were both compliant and implementable. 

Key elements included:

  • WHS Review: Analysed operational processes and compliance obligations to highlight priority risks and improvement opportunities. 
  • System Development: Prepared high-level safety management system documents aligned with ISO 45001, ensuring a governance-level framework for leadership.
  • Supporting Processes: Delivered a WHS Risk Register, Emergency Management Plan, and Traffic Management Plan, while guiding the implementation of Health and Safety Representatives and the establishment of Health and Safety Committees to strengthen consultation.  
  • Collaboration: Worked closely with leaders and workers to build ownership of safety, particularly around mobile plant risks.

Outcomes Achieved

The engagement provided MOCO’s leadership team with:

  • Compliance confidence through alignment with WHS legislation and ISO 45001. 
  • Clear governance structures for consultation and reporting. 
  • A sustainable framework for lifting safety performance and embedding cultural change.

Phase Two: WHS Management System Gap Analysis of New Site (2025)

Project Overview

In 2025, MOCO Food Services opened a new purpose-built facility to accommodate its growth. With expanded operations came new risks and regulatory obligations. ORC was re-engaged to conduct a WHS Management System Gap Analysis, providing leaders with a clear understanding of compliance gaps and practical solutions to strengthen governance and safety performance at the new site.


Our Approach

The gap analysis was designed to give MOCO’s leadership clarity and assurance as the business scaled. ORC:

  • Reviewed the WHS management system in the context of the new facility and legislative requirements. 
  • Assessed operational risks associated with rapid expansion and new infrastructure. 
  • Identified priority compliance gaps and areas for improvement. 
  • Provided practical, prioritised recommendations to guide leadership decision-making and embed proactive safety governance.
