Organisational Risk Consulting provides independent, governance-led workforce and work health and safety (WHS) assurance to boards and senior leaders seeking confidence in their oversight responsibilities.
We work with senior leaders across Australia to strengthen WHS compliance, translate obligations into practical strategies, and provide independent assurance through audits and investigations. This supports organisations facing increasing regulatory, stakeholder, and board expectations by assessing whether workforce systems, including WHS, psychosocial risk, and organisational arrangements, operate as intended and withstand scrutiny in practice.
We provide independent clarity where accountability rests with leadership.

Our role is to independently assess how workforce and WHS governance operate in practice.
This includes assessment of system effectiveness, risk exposure, and the oversight and assurance mechanisms relied upon by executives and boards.
We do not manage day-to-day operations or act as an embedded advisory function. Our value lies in independence, evidence-based judgement, and decision-ready insight that supports executive accountability.
Our work is grounded in governance and systems thinking, legal and regulatory literacy, and independent assurance methodologies.
Each engagement is tailored to the organisation’s operating context and governance needs, with a focus on strengthening oversight, supporting defensibility under regulatory or stakeholder scrutiny, and providing insight leaders can rely on when making decisions.
We approach every engagement with professional integrity, clear accountability, and a disciplined focus on outcomes that withstand scrutiny. Our work is practical, context-specific, and informed by real-world experience, ensuring recommendations can be applied with confidence within everyday operations.
Collaboration and respect underpin our approach. We engage through active listening and clear communication to ensure our work reflects organisational realities while maintaining independence of judgement.
Organisational Risk Consulting is led by Andrea Paynter, Director and Principal Consultant.
Andrea brings more than twenty-four years of experience spanning workplace injury legal practice, licensed factual investigation, and senior work health and safety leadership roles across both the public and private sectors, including national-level responsibilities.
Her legal practice in workplace injury matters provides a clear understanding of how incidents, systems, and leadership decisions are examined under legal and regulatory scrutiny. This experience informs a practical and disciplined approach to assessing governance arrangements, risk exposure, and assurance mechanisms.
Andrea’s career also includes law enforcement and senior WHS management roles across multiple jurisdictions. This breadth enables assessment of workforce and WHS arrangements not only against stated requirements, but against how they are likely to be interpreted, tested, and relied upon in practice.
Andrea is a Certified OHS Professional with the Australian Institute of Health and Safety (AIHS) and a Member of the Australian Institute of Company Directors (AICD). She is currently undertaking a Master of Laws to further strengthen the firm’s governance, regulatory, and assurance capability.
Together, this experience underpins the independent judgement and assurance focus of Organisational Risk Consulting, providing executives and boards with practical, defensible insight directly relevant to leadership accountability.

Executives engage Organisational Risk Consulting to gain independent assurance they can rely on. Our work provides clarity on workforce risk exposure, system effectiveness, and governance gaps, enabling leaders to exercise informed oversight and demonstrate due diligence with confidence.
We support leaders to understand what is working, what requires attention, and where accountability ultimately sits.
Based in Brisbane, Organisational Risk Consulting supports organisations across Australia through a combination of remote and onsite delivery, aligned to engagement scope and governance requirements.
Remote delivery is the primary mode of engagement and is widely accepted by our clients. It enables timely access to independent assurance, supports effective interviews and reviews, and provides a cost-effective approach that minimises disruption to operations while maintaining rigour and independence.
On-site engagement is available where it adds value to the assurance outcome and is agreed in advance as part of the engagement scope.
If you are seeking independent insight into workforce governance, WHS assurance, or executive oversight arrangements, we welcome a conversation.

Our commitment to professionalism is reflected through corporate membership and licensing requirements:
Organisational Risk Consulting is not a law firm and does not provide legal advice. Our services are informed by extensive WHS and legal experience, offering strategic insights to support risk management, governance, and compliance. Clients should seek independent legal advice for matters requiring formal legal interpretation or representation.
